Evaluating Hope VI project in Richmond, California

The US Department of Housing & Urban Development has undertaken a major program to rebuild and/or renovate much of its housing stock.  This poses significant changes for residents who typically need to move while the process is completed.  Working with the Richmond Housing Authority, IURD’s evaluation team designs and implements strategies to assess the impact of this process on the residents.  The evaluations are used to provide feedback on the current process as well as to inform processes throughout the country at other HOPE VI sites.

In Richmond's Easter Hill site, the focus is on the continuity of social services delivery.  The evaluation activities include an extensive review of the original scope of work and Human Subjects Protocol; the creation of an addendum for the Human Subjects Protocol to allow for interviews with stakeholders other than residents; review of Oakland's HOPE VI evaluation; refinement of a logic model of the CSS program, and articulation of research questions to guide the evaluation of the program.  Up to this point, a number of products have been developed, such as interview consent forms, interview protocols, and a draft questionnaire for key HOPE VI stakeholders (non-residents) to be used before, during, and after the program implementation.  In addition, the advice of IURD's Community Partnerships Office was sought for the development of a youth survey to be given to Easter Hill youth in preparation of HUD's HOPE VI Youth Conference.

In preparation for tracking relevant data, an activity chart has been created to track projects undertaken by service providers, and we are formatting a data matrix to chart progress made towards the goal and objectives of the CSS Workplan.  Although no quantitative data has been collected concerning the use of HOPE VI services yet, a great number of documents have been gathered, such as the changes made in the goals, tasks and responsibilities outlined in the CSS Workplan, clarifications concerning the CSS Workplan, progress reports on the CSS Workplan implementation, and MOUs between service providers and the Richmond Housing Authority.
