Artists' Work/Live Space in Fruitvale: Trends, Issues, and Policies

This report examines the issues involved with artists' work/live loft conversions in the Fruitvale Estuary District in the city of Oakland. Interviews, case studies, and literary research provide personal and professional insight useful in gaining a better understanding of the complex and often conflicting matters entangled with the loft conversion phenomenon. An analysis of zoning strategies, code compliance issues, regulatory enforcements, affordability, financing options and gentrification concerns provides the basis for a series of recommendations aimed at encouraging and protecting artists' loft conversions. In addition, an inventory of many of Oakland's loft spaces and rent levels offers information about trends in affordability and location. This report concludes that if the City of Oakland and the Fruitvale Area Team want to protect and promote their artists, an aggressive strategy must be implemented to offer financial incentives and legislative support for the development of affordable artists' work/live space.
